Adobe currently restricts sharing of some file types uploaded to Creative Cloud for security and copyright reasons. Most of these files are movie, audio, font, or executable files.
The resulting behaviors vary based on the type of file and restriction. The following file types can be restricted from sharing or publishing for copyright reasons.
Adobe prevents sharing of certain file types that could potentially harm others computers. Unfortunately, it isn't always clear when sharing these types of files that they are restricted. Sharing appears to work, but shared recipients receive a “Page Not Found” message when attempting to access the shared file.
Note: Adobe engineering is aware of the issue and Adobe hopes to improve it in the future.

These restrictions apply to sharing only. Adobe still allows the owner of these types to upload or sync them to the Creative Cloud folder.
