Issue

You cannot apply audio effects to 5.1 audio tracks (surround format) for AVCHD 5.1 Full HD and HD project settings.

Solution

Some of the audio effects in Adobe Premiere Elements do not support 5.1 format. If you see 5.1 displayed in the timeline for audio, you can't apply some of the audio effects in Adobe Premiere Elements on this track.
