When you use the -resource-bundle-list compiler option in Adobe Flash Builder to build a project containing modules, the bundles.txt file doesn't list all bundle names. Bundles derived from the [ResourceBundle()] metadata tag are missing.

Open the .actionScriptProperties file in a text editor and comment out the modules.

Build the <modules /> to generate the bundles.txt file.

Copy the bundles.txt to another location and remove the comments from the modules to compile the project without overwriting the bundles.txt file.

Repeat the above steps every time you add a [ResourceBundle()] metadata tag.
