Issue
It is possible to automatically publish a page and skip validation steps via workflows, e.g. using the 'Publish Example' workflow where a user other than admin can publish a page without requiring validation.
Cause
This issue is caused by workflow items not being filtered for the user currently logged in.
Resolution
This issue is fixed by CQ5.3 FeaturePack package #29453. Please raise a DayCare ticket to obtain this package.
