Quit the Acrobat Licensing Application dialog, and then quit Acrobat.
When you sign in to Acrobat on macOS using an Adobe ID, the Acrobat Licensing Application dialog hangs or shows a blank white screen. The issue occurs when the directory permissions are modified when you migrate or upgrade from the older operating system to the latest macOS 10.15 version.
To resolve the error, follow the solutions below in the order they appear.
Solution 1: Provide appropriate permissions to the OOBE folder using a command in the terminal

Open Terminal, and type the following command:
chmod 777 /Users/<your_username>/Library/Application\ Support/Adobe/OOBE/

Restart your machine.

Launch Acrobat and sign in with your Adobe ID.
Solution 2: Delete the OOBE folder

Quit the Acrobat Licensing Application dialog, and then quit Acrobat.

Open Finder, and navigate to the folder /Users/<your_username>/Library/Application Support/Adobe/

Delete the OOBE folder.

Restart your machine.

Launch Acrobat and sign in with your Adobe ID.
