Problem
In Adobe Premiere Elements 2019, monitor player controls truncate or are unusable while working in Dual Monitor workspace.
Solution
Perform the following steps:

Navigate to the appropriate path and delete the Layouts folder:
- Windows: C:\Users\<UserName>\Documents\Adobe\Premiere Elements\17.0\
- Mac OS: /Users/<UserName>/Documents/Adobe/Premiere Elements/17.0/

Download the DualMonitorEditing.zip file and extract DualMonitorEditing.layout17 to Desktop.

Navigate to the following path and replace the DualMonitorEditing.layout17 file with the file extracted to Desktop in the previous step.
- Windows: C:\Program Files\Adobe\Adobe Premiere Elements 2019\Layouts\
- Mac OS: /Applications/Adobe Premiere Elements 2019/Support Files/Adobe Premiere Elements.app/Contents/Layouts/

Launch Adobe Premiere Elements 2019.

If the issue persists, restore the workspace by choosing Window > Restore Workspace, and then trigger the dual monitor workspace by choosing Window > Dual Monitor Workspace.
