Issue launching Lightroom Classic 8.2 licensed using FRL

If Lightroom Classic 8.2 is installed on a computer using Feature Restricted licensing, Lightroom does not launch and displays the following error message:

This issue occurs on a fresh computer on which FRL packages are not previously installed.

Resolution

Launch any other Creative Cloud app that is previously installed on the end-user computer using an FRL package. If required, deploy a new FRL package that includes any other Creative Cloud app.
Launch Lightroom Classic 8.2.

Lightroom launches successfully.
