From the Apple menu, choose Software Update.
Restart your computer.
If updating macOS doesn't resolve the issue you were facing, follow the steps in Solution 2.
Close Photoshop and download the following file to a location you can easily find.

Unzip the file, OSXCompatibility.plugin, and move it to //Applications/Adobe Photoshop [Version]/Plug-ins/
You can verify the plug-in is installed by launching Photoshop and choosing Help > System Info.
Scroll to the bottom of the text in the dialog box and look for the plug-in name.
