After you apply the Windows 7 kb2803821 or XP kb2834904 upgrade, WMV files imported into Adobe Premiere Pro, Adobe Premiere Elements, or After Effects look damaged onscreen. For example, they appear as a half-frame video on import.

Likewise, any videos exported out of these products as WMV files appear corrupted.


These two Windows updates cause the issue.  Microsoft has addressed this issue in a knowledgebase article -
