Before 2013, the system did a check of assets that were added or changed since the last publish and included them in the publish list. Assets uploaded after a publish started are published as part of the next publish job.
However, Instant Publish was introduced in early 2013, which means the publish job is no longer required. Assets are published as soon as they are uploaded, if the publish flag is set.
