As of January 1, 2019, the following changes will apply to Value Added Tax (VAT) collection in Russia:
- Business-to-business (B2B) supplies of electronically supplied services (e-services) will be charged 20%. Currently, the rules for collecting VAT only apply to business-to-consumer (B2C) supplies of e-services.
- Starting January 1, 2019, the standard VAT rate in Russia will increase from 18% to 20% and will apply to all B2C and B2B transactions.

Beginning January 1, 2019, Adobe will be responsible to account for and pay VAT with respect to both B2B and B2C supplies of e-services. (Note that before January 1, 2019, the tax rules for collecting VAT only applied to B2C supplies of e-services.)
The standard VAT rate in Russia increased from 18% to 20% and will apply to all B2C and B2B transactions as of January 1, 2019.
If you have a paid monthly plan, you will see the VAT on your statement at the next billing on or after January 1, 2019. If you have a prepaid annual plan with a commitment period starting prior to January 1, 2019, the VAT goes into effect at the end of your annual term.
