Marketplace private feed shows zero overlap in the past 30 days. Does this mean we are not able to target any of the provider unique users?

We are testing the market place private feed and the provider has shared across a segment. I can see the segment in the Marketplace, however, there is zero overlap. 

Does this mean we are not able to target any of the provider unique users?

Yes, unfortunately in this case, you won't be able to use that segment in the current state. If anything was to show up in the overlap uniques, then that would be different.
