Launch Premiere Elements and click the File menu.
Error
Unable to create project at default location. Please give write permission to the 'Documents' folder or save project at different location.
Workaround
Create a project at any other location

Click New and select Project.

Click Browse and select any location that has write permission.

Click OK.

Open Windows Explorer.

Select the Documents folder.

Look for the Adobe folder. If the folder exists, select and open it. If the folder doesn’t exist, then create a folder named Adobe and open it.

Select Properties in the context menu of the Adobe folder.

Click Edit under the Security tab, select the user name, and click Allow in the Full control field.

Open File Explorer.

In the Documents folder, browse and select the folder named Adobe.

Right-click the Adobe folder and select Properties.

Click the Security tab to access the permissions and then click the Advanced button. In the Advanced Security Settings dialog box, click Change in the Owner's field.

Now click the Advanced button.

In the Select User or Group dialog box, click Find Now. In the search result, select your user account and click OK.

Click OK in the Select User or Group dialog box. Click Apply and then click OK. Click the OK buttons to complete the task.
If you're the owner of a folder, select 'Replace ownership on subcontainers and object' in the Advanced Security Settings dialog box to control the subfolders in the folder.
