CQ 5.3: OSGi Component Configurations are Lost After CQ Restart

Issue

When I configure an Apache Felix component configuration via the /system/console screen then sometimes the configuration is lost after restarting the CQ5.3 instance.

Cause

The Apache Felix configuration loading order has been changed in the version of Apache Felix that ships with CQ5.3. If a configuration is set in the repository then it takes precedence over what is set in the /system/console/configMgr (or filesystem configuration under crx-quickstart/launchpad/config/).
