Issue: 'Unable to start correctly (0Xc000007b)' error
When you try to launch Lightroom on your Windows machine, the following lightroom.exe - Application Error message appears:
The application was unable to start correctly (0xc000007b). Click OK to close the application.

Solutions
Try the following solutions in the order listed below. After performing the steps for each solution, test to see if the issue has been resolved.
Solution 1: Download and install a DLL package to the Lightroom installation directory.

Extract the package contents to the following location:
C:\Program Files\Adobe\Adobe Photoshop Lightroom [Version]\
Solution 2: Uninstall and reinstall Lightroom.
Lightroom doesn't include an uninstaller, so you must uninstall it manually. See Uninstall Lightroom manually.
Once the uninstall is complete, reinstall Lightroom. See Download and install Creative Cloud apps.
Solution 3: Uninstall and repair the Microsoft Visual C++ Runtime Libraries.
The Microsoft Visual C++ Runtime Libraries may cause conflict with the Lightroom installer prerequisites. To uninstall and repair the libraries, follow these steps:

Perform the steps listed under Solution 2: Uninstall and repair MS C++ redistributable packages in the article Windows | Lightroom doesn't start.

Once the uninstall and repair of Microsoft Visual C++ libraries is complete, repeat Solution 2: Uninstall and reinstall Lightroom provided above in this article.
Solution 4: Run a repair of, or reinstall, Windows.
