Click and hold the Hand tool (H) and select the Rotate View tool (R).

The Rotate View tool lets you change the canvas view of your document at any angle.

Drag the tool anywhere on the canvas to change its orientation and achieve the desired position.

To navigate between different angles, use the widget that appears when you rotate the canvas view.
For precision and consistency, you can also enter rotation numerically in the Rotation Angle field in the Options Bar. Select Reset View in the Options Bar, or double-click the Rotate View tool in the Toolbox to return to normal orientation.
