Right-click (Win) / Control-click (Mac) a user preset (that appears lower in the non-sorted list).
Choose Rename from the context-menu.

Workaround to fix user presets sort order in Lightroom Classic
Issue
User Presets created in Lightroom Classic CC 7.3 or later aren't sorting alphabetically in the Presets panel (Develop module).

Workaround
To correct the sort order of user presets, repeat the workaround steps below for each user preset created in Lightroom Classic CC 7.3 and later.

In the Rename Preset dialog, add an extra space character at the end of the preset name.

Click OK.
The renamed preset will now appear in the correct alphabetical order in the User Presets list.
