The bit version of Adobe Presenter plug-in depends on the bit version of MS Office and not the Windows OS. For example, it is common for users to have 32-bit MS Office on 64-bit Windows (Win7 and Win 8).
To create a deployment package for Presenter 11:

Download Adobe Creative Cloud Packager (CCP) from the Adobe Licensing Website (LWS).

Specify a name for the package that you are creating. Choose a location to save the package and ensure that the license type is Serial Number License.
Choose either 32-bit package for 32-bit Operating System and 64-bit for 64-bit Operating System and click Next.

In Presenter 11.1, a single ESD is created, which can install both 32-bit and 64-bit versions of Presenter depending on the MS Office bits, which are installed.
The package to create now depends on the OS (32-bit/64-bit) on which the package is installed.
So, if a 64-bit package is created, it can be installed on 64-bit OS with either MS Office 32-bit or 64-bit.
If a 32-bit package is created, it can be installed on 32-bit OS with 32-bit MS Office.
