Adobe Photoshop CC 2018 cannot be opened because of a problem

When you launch an Adobe application on systems running macOS 10.12 (Sierra) or macOS 10.13 (High Sierra) with Cylance antivirus, the application crashes and returns the following error:

Adobe Photoshop CC 2018 cannot be opened because of a problem. Check with the developer to make sure Adobe Photoshop CC 2018 works with this version of macOS. You may need to reinstall the application. Be sure to install any available updates for the application and macOS.
