Issue
When you upload the license file to Adobe Connect, you receive the following error and the license upload fails.
"License file has a quota of type 'bandwidth-quota' (account) with a limit less than amount currently used."
Solution
Contact Adobe Technical Support for Connect, who would walk you through the database update, Or refer them ticket #182168764 which has solution to this problem.
Additional information
This error occurs when the USED value in the database table PPS_ACL_QUOTAS is higher than the LIMIT value.
Also in the debug.log, you see the following:
