On your Mac, go to System Preferences.
On macOS, the Hand tool gets stuck when you're using the Liquify filter, Save for Web, or the Camera Raw plug-in. Find out how to solve this issue..
Issue
While using the Liquify filter (Filter > Liquify), Save For Web, or the Camera Raw plug-in in Photoshop on macOS, you are not able to select any other tool apart from the Hand tool. For example, if you try to select the Zoom tool in the Liquify window, Photoshop still displays the Hand tool.
This issue is known to be caused by recent drivers for Wacom tablets.

Solution: Edit preferences and restart your computer
Before you proceed, ensure that you physically disconnect any graphics tablet device (such as Wacom) connected to your Mac.

In the System Preferences window, locate Ink and open it.
Notă:Ink is a handwriting recognition tool built in to the Mac OS X operating system. It was introduced in Mac OS X v10.2 (Jaguar).

In the Ink window, deselect the option Allow me to Ink in any application.

Restart your computer.
Launch Photoshop and check if the issue is resolved by using the Liquify tool, Save for Web, or Camera Raw plug-in again. If you still face the issue, proceed to step 5 of this procedure.

Go to the System Preferences window, locate Users & Groups, and open it.

In the Users & Groups window, click Login Items.
In the Login Items list, you may have apps, documents, folders, or server connections that open automatically whenever you log in to your Mac.

Remove all the login items in the list. To do so, select the check box next to each item and then click the remove icon (–) below the list.

Restart your computer.
Launch Photoshop and try using the issue causing feature again.
Notă:Once the issue has been resolved, you can reconnect the graphics tablet device to your Mac.
