Do multiple conditions in a rule evaluate as AND or OR statements in relation to one another?

The operator between rule conditions is "AND". All conditions set up in a single rule must evaluate as true for the rule to fire. If a logical "OR" is desired between conditions, then this logic & flow control can be set up in a custom rule condition.
