The Start workspace is blank

Photoshop displays a blank Start workspace. The title bar may show the following string:

%CCX_FNFT_DIALOG_NAME

Solution

1. Sign out of the Creative Cloud desktop app. 
2. Uninstall the Creative Cloud desktop app using the Creative Cloud desktop app uninstaller.
3. Reinstall the latest version of the Creative Cloud desktop app. Download it here.
4. Sign in to the Creative Cloud desktop app.
5. Start Photoshop.
