When you launch Creative Cloud Packager, a message appears indicating that versions after Creative Cloud 2019 are only available in the Admin Console. This implies that you cannot use Creative Cloud Packager to create packages that include the Creative Cloud 2019 apps or later versions. The Creative Cloud Packager Applications and Updates screen does not display these apps. Also, Creative Cloud apps versions 2019 or later do not support Device licenses or Serial Number licenses.
To create named user packages for the latest Creative Cloud apps, we recommend that you go to the Packages tab in the Admin Console. For help on creating packages, see Package apps in the Admin Console. For more information, see Deploy and deliver apps and updates.
You can use the Admin Console to create packages for most scenarios. However, Creative Cloud Packager is also used to create licensed packages for some legacy use cases and workflows.
Creative Cloud for education: Device license
Creative Cloud 2019 apps or later do not support Device licenses. If your institution uses device licenses, you can continue to use the previous versions of the apps.
To continue using device licenses, ensure that end users don't upgrade to Creative Cloud 2019 version of the apps or later, and remain on their present versions.
If users upgrade apps using the Creative Cloud desktop app and remove older versions, redeploy the Creative Cloud 2018 Device License package using Creative Cloud Packager.
Creative Cloud for teams
You cannot use Creative Cloud Packager or the Admin Console to package Creative Cloud 2019 apps.
To deploy Creative Cloud 2019 apps or later versions to your end users, you must enable them to download and install the apps themselves.

Serial number licenses
The latest Creative Cloud apps do not support Serial numbers. If your institution or organization uses serial numbers to license the apps, you can continue to use the previous versions of the apps. To continue using serial number licenses, ensure that you do not upgrade to Creative Cloud 2019 version of the apps or later.
To continue using your apps, ensure that end users don't upgrade their apps to the Creative Cloud 2019 version, and remain on their present versions.
If users upgrade apps using the Creative Cloud desktop app and remove older versions, redeploy the Creative Cloud 2018 Serial License package using Creative Cloud Packager.
To deploy the latest Creative Cloud apps, it is recommended that you adopt Named Licenses. You can quickly Set up identity and then add users to give them access to the latest apps and services.
