Learn what to do when you can't fill out PDF forms in Adobe Acrobat.
Form is non-interactive
Look for blue highlighting on form fields when you hover over them with your cursor.
If fields are not highlighted, the form may not be interactive.
Select All tools > Fill & Sign.
Use the text and checkmark tools to add information manually.
Restricted security settings
Windows
Open the PDF in Acrobat or Acrobat Reader.
Select Menu > Document properties > Security.
Ensure Filling of form fields is set to Allowed.
If it's not allowed, you may need to contact the form creator for an unrestricted version.
macOS
Open the PDF in Acrobat or Acrobat Reader.
Select File > Document properties > Security.
