On the Adobe Express Photos Home, select Open image or Capture screenshot.

Learn how to enhance your images by applying filters in the Adobe Express Photos app on Windows.

Follow along with any project to learn how to apply filters to an image.
To capture a screenshot, drag the cursor to highlight the area you want.
On the top panel, select Edit.
Select Effects and then select View all to browse filters in the Filters section.
Adjust the Intensity slider for fine-tuning the applied filter effect.
Select Save to apply changes to the original image.
To download a copy, select Save > Save as, and select a location on your device.
