Log in to the Admin Console. You can use System Admin rights or Deployment Admin rights based on your role. To know more about Admin rights, see Administrative Roles.
Photoshop Elements and Premiere Elements are available in the Admin Console for Named User deployment. You can easily build a serialized package of Photoshop Elements and Premiere Elements using the Creative Cloud Packager. To build a named user deployment package, you can use the Admin Console "Adobe Templates" tab and follow the simple steps given below to create a package.

The following is required:
Internet connection: Computers with Elements named user licensing must connect to Adobe servers for initial activation and then they can use it until their contract is valid, plus 30 days of a grace period.

To assure continuous Photoshop Elements 2023 /Premiere Elements 2023 /Photoshop Elements and Premiere Elements 2023 availability and functionality, set up your users and groups via the Admin Console. You can invite users to your organization, add them to groups, and assign licenses. Doing so provides users with the opportunity to accept the invitations and set up their IDs without impeding existing workflows. For details, see Manage Groups and Manage users.

From adminconsole.com, log in with an ID that has access and create the package of the required product from “Adobe Templates".
While creating packages in languages other than English, you can check/uncheck Use OS locale, as per your requirement.
If you have checked this option while creating the package, the product will launch in OS Locale, else it will launch in the locale selected by the user via dropdown.
Click Create Package to create the package. You can now use the created package for the deployment of your client machines.
Remove existing serial licenses/Retail PSE/PRE
Before deploying a package created from the Admin Console, please make sure that the client machine should not have Photoshop Elements 2023 /Premiere Elements 2023 /Photoshop Elements & Premiere Elements 2023 build of the same version (2023) created and installed via the old method (CCP-Creative Cloud Packager) or directly using application installers.
