Close any open Adobe products that use Libraries, including:
- Photoshop CC
- Illustrator CC
- InDesign CC
- Premiere Pro CC
- Adobe After Effects CC
If you uninstall the Creative Cloud Desktop app and reinstall it as part of some troubleshooting, the Libraries panel inside a Creative Cloud desktop app may stop working. To resolve the problem, see Libraries panel stopped working.
When attempting to use the Creative Cloud Libraries in supported desktop applications, the panel doesn't load, and returns the following error:

Adobe engineering is currently working to address this issue. In the meantime, the following workarounds allow you to use the feature until a more permanent solution becomes available.
Close any open Adobe products that use Libraries, including:
Open the Creative Cloud desktop app from the icon in your taskbar.
Use the keyboard shortcut Command+Option+R (Mac OS) or Ctrl+Alt+R (Win). This relaunches Creative Cloud and all its support processes, including CCLibraries.
Relaunch the Adobe product in which you received the Libraries error.
Close all Creative Cloud applications.
Sign out of your account in the Creative Cloud desktop app.

Navigate to the following folder.
NOTE: The Library folder is hidden on the Mac OS. To reveal it, see: Can't see user library files in Mac OS X 10.7 and later
NOTE: The AppData folder is hidden on the Windows OS. To reveal it, see: Show hidden files and folders in Windows 10 and earlier
Delete the Creative Cloud Libraries folder.
Log into your account in the Creative Cloud desktop app and relaunch the Adobe product in which you received the Libraries error.

Navigate to the following folder:
Open the "hosts" file (in a simple text editor like Notepad or TextEdit).
Verify that you do not have any Adobe websites listed. If any are listed, you can delete them or add a # to the beginning of the line to comment them out.
For example, change:
127.0.0.1 activate.adobe.com
to
#127.0.0.1 activate.adobe.com
Verify that you have the following line and that it is not commented out (does not have a # at the beginning):
127.0.0.1 localhost

If your network is managed via Auto proxy discovery or Automatic proxy configuration, see Configuration of proxy by a network administrator.
Open System Preferences from the Apple menu.
Select Network.
Click Advanced.
Select the Proxies tab.
Ensure that the option Exclude Simple Hostnames is selected.
If your network is managed via Automatically detect settings or Use setup script, see Configuration of proxy by a network administrator.
In the search box, type Change proxy settings and open the corresponding search result.
Scroll to the bottom of the Proxy Settings dialog box and ensure that the option Don't use proxy server for local (intranet) addresses is selected.
If you network is managed via Automatically detect settings or Use automatic configuration script, see Configuration of proxy by a network administrator.
Choose Start > All Programs > Internet Explorer.
Click the Tools icon (Gear icon in IE 9+) and choose Internet Options from the menu.
Go to the Connections tab and click LAN settings.
Make sure that the Bypass proxy server for local addresses option is selected.
If your network is managed by a network administrator using the Auto proxy discovery or Automatic proxy configuration options on Mac OS or Automatically detect settings or Use automatic configuration script on Windows, this section describes how to enable Creative Cloud Libraries.
