Step 1: Extend the sky.
Select the Crop tool and drag the top line to extend the canvas. Check the Content-Aware box in the top menu and then click the checkmark to confirm the new crop.

Step 2: Select your band of pixels.
Click and hold the Rectangular Marquee tool and select the Single Row Marquee tool. Click on the image where you want to stretch the image. To move the selection, nudge up or down with the arrow keys or just click and drag the position of the selection.
Click Control+C (Windows) or Command+C (macOS) to copy the selection and Control+V or Command+V to paste to a new layer.
Step 3: Add a guide.
Press Control+R or Command+R to reveal the rulers. Click and hold the top ruler and drag down a guide until it snaps to the top of the new pixel band layer. Press Control+R or Command+R to hide the rulers.
Step 4: Copy the top.
Select the background layer and switch to the Rectangular Marquee tool. Drag a marquee selection from the top of the canvas down to the new guide. Click Control+C or Command+C to copy the selection and Control+V or Command+V to paste.
Step 5: Now stretch.
Select the single pixel band layer (Layer 1) and choose the Free Transform tool – Control+T or Command+T. Then, hold the Shift key as you drag to stretch the selection. Press the Enter or Return key to confirm the new size.
