Creative collaboration is currently in public beta for all users on Photoshop on the web.
Creative collaboration overview
Experience the power of Creative collaboration in Photoshop on the web. This feature allows multiple members of your team to work on the same Photoshop document at the same time. Simply Invite your collaborators, and they can meet you in your document. You'll find which collaborators have joined your document, the layers they are working on, and their edits in the History panel.
