Error code 9 occurs when the installer can't read the consent information stored in the AdobeGCInfo folder. If the consent entry in the Registry of the folder itself becomes corrupted, the installer can't access your Adobe Genuine Service preferences. Removing the AdobeGCInfo folder and its consent entry allows the installer to recreate them with correct permissions. This issue occurs from interrupted installations, manual file changes, or disk errors.
