Error 21 causes installation failure

Learn how to resolve error code 21 "System requirements not met" during Adobe app installation on Windows.

Error 21 can occur when your device doesn't meet the minimum system requirements or if Windows Compatibility Mode is enabled. Adobe installers and related components don't support compatibility mode, which can prevent installations from completing successfully.

Windows Compatibility Mode is enabled

Windows Compatibility Mode (WCM) allows older programs to run on newer versions of Windows. However, if it's enabled for Creative Cloud components, installation may fail.

Follow these steps to disable the compatibility mode.

Navigate to C:\Program Files(x86)\Adobe\Adobe Creative Cloud\ACC\.

Right-click Creative Cloud.exe and select Properties.

Open the Compatibility tab.

Ensure Run this program in compatibility mode for is unchecked.

Select Apply, and then OK.

IPCBox component is enabled

Navigate to C:\Program Files (x86)\Common Files\Adobe\Adobe Desktop Common\IPCBox\.

Right-click AdobeIPCBroker.exe and select Properties.

Open the Compatibility tab.

Ensure Run this program in compatibility mode for is unchecked.

Select Apply, and then OK.

After disabling compatibility mode for all the components, restart your device and relaunch the Creative Cloud desktop app.

If disabling Compatibility Mode doesn’t resolve the issue, check that your device meets the minimum system requirements for the Adobe app you're trying to install.
