I deactivated my property, why are things still firing?

Deactivating a web property does not deactivate everything within the property. However, it does prevent the associated library files from rebuilding. The staging and production libraries remain in the state they were in when the property was deactivated.

If the desired outcome is to stop both the rules and tools from firing, then first deactivate the rules and tools and publish the property. After they have been deactivated, the property can be deactivated.

If the property is already deactivated and is still firing, then reactivate the property to edit the rules and tools. After the property is active, deactivate the rules or tools and publish the property. With the changes saved, deactivate the property and it will no longer fire.
