Use a CSV file to add, edit, or remove many users at once in the Adobe Admin Console. You can provision users to products for teams, or to product profiles for enterprises, in the same upload. Users receive a welcome email when you assign them product profiles or administrative rights.
After an upload, you can view bulk operation results, and if an upload fails, see Troubleshoot bulk user CSV upload.
Before you upload
- Save the file in comma-separated or semicolon-separated format with the .csv extension. Put each record on its own line, separated by a line break.
- Include a valid header row. The header row is mandatory. For the field names, see the CSV file format.
In some locales, the operating system uses a semicolon as the field separator, which can cause Excel to save the file in a way that fails processing. To avoid this, in Excel, select Save As and choose CSV UTF-8 as the file type.
Make sure each data row meets these requirements:
- It contains a valid email address.
- Product profiles or product configurations, if present, are valid.
- Options, if present, are valid.
- Country codes are two-letter ISO 3166 alpha-2 codes.
Your CSV file can contain up to 25,000 rows, and 5,000 rows gives the best performance. Files larger than 25,000 rows are rejected. To add more than 25,000 users, use one of these options:
- Split the file into multiple files, each up to 25,000 rows, ideally 5,000 or fewer for best performance.
- Use the User Sync Tool, a command-line tool that moves user and group data from your directory system to your Admin Console directory.
- Use the User Management REST API to integrate with your own administrative applications.
- If you use Federated ID with Microsoft Azure or Google federation, use their Admin Console connectors. See Set up Google federation or Set up SSO with the Azure connector.
- If none of these work for you, sign in to the Admin Console, go to Support, and contact Adobe Customer Care.
When a file is processed, each entry is processed individually based on its domain and identity type. When processing is complete, a summary is emailed to the admin who started the upload. If you cancel an upload, processing stops, but the rows already processed are not rolled back.

Adobe services and software are subject to U.S. export laws that restrict their use in certain regions, including Cuba, Iran, North Korea, Syria, and the Crimean region of Ukraine.
The bulk upload feature does not support user names with special characters, such as the comma or the semicolon.
Add users
Update the downloaded CSV file with the details of the users you want to add. You can add up to 25,000 users at a time, and 5,000 for optimal performance.
Drag the updated CSV onto the Add Users by CSV dialog box and select Upload. If you have trouble uploading the file, learn how to Troubleshoot bulk user upload.
After the bulk operation is complete, you receive a notification email, and you can view the results. In some cases, users are prompted to select a profile, Business or Personal, when signing in. Read how end users can manage Adobe profiles.
Edit user details
As an administrator, you can update details only for users in a domain your organization owns. You cannot update user details in a domain your organization trusts but does not own.
For Federated ID or Enterprise ID users, you can also change details using the User Sync tool or the User Management API. Changes take effect immediately, but the user is not notified. If you change a user's email address, tell the user to sign in with the new address.
For Federated ID users, a changed email address affects sign-in only if email addresses are the identifier in the SAML handoff between Adobe and your identity provider. If your organization uses email addresses in the handoff, change the address on both sides at the same time, or users cannot sign in.
You can edit details such as products, roles, and attributes for a set of users. For example, after your IT administrator imports many new users, you can update their product provisioning in a single bulk update. You can also delegate license, support, or deployment privileges in bulk, and change the user groups assigned to users.
On the Users tab in the Admin Console, select the More Options icon.
Select Edit User Details by CSV from the drop-down list.
Select Download CSV Template, and choose Current users (recommended) or Standard template. Learn how to use the CSV template options.

Edit the file to update any of these fields: First and last name, Country, Username, Product Profiles, Product Profiles Administered, Admin Roles, User Groups, User Groups Administered, and Products Administered.
Editing user names is supported for these scenarios: Enterprise ID to Federated ID migration (if the email matches the user name or NameID), Federated ID email-based to Enterprise ID user name-based, and Federated ID user name-based to Federated ID email-based. The Adobe user name must match the value from the identity provider.
- The ID column is for internal purposes only. Do not change its values.
- Do not remove any column from the CSV. If a column has a value, update or remove it only if you intend that change. For example, removing a product profile, or the Product Profile column, unassigns the user from that profile.
Drag the updated CSV onto the Edit Users by CSV dialog box and select Upload. After the bulk operation is complete, you'll receive an email notification. You can also view a detailed report via Bulk Operation Results.

The organization owns and manages Adobe ID, Enterprise ID, and Federated ID accounts. When you remove a user, all permissions and access to services granted by the organization are revoked. If you remove users by mistake, go to the Directory Users list and restore them.
To revoke access to products and services without deleting any data, do not delete the user. Instead, remove the user from any product profile that grants entitlements.
Federated ID and Enterprise ID users can also be removed using Azure Sync, Google Sync, the User Sync tool, or the User Management API.
On the Users tab in the Admin Console, select the More Options icon.
Select Remove Users by CSV from the drop-down list.
Select Download CSV Template and choose Current users (recommended) or Standard template. Learn how to use the CSV template options.

Open the CSV file in Excel and edit the file such that it contains only rows for the users that you want to remove.
If your organization uses Adobe storage for business, specify the transfer options in the CSV file for each user. If you don't specify them, the default option Transfer content later is used.
Drag the updated CSV into the Remove Users by CSV dialog box and select Upload.
After the bulk operation is complete, you'll receive an email notification. You can also view a detailed report via Bulk Operation Results.
Removing users from the Users section and product profiles using the bulk CSV method does not remove users from the Admin Console. These users are still retained in the Directory Users list.
You can permanently bulk-delete users from the Directory users section on the Admin Console.
If you permanently delete a user, that user is removed along with all their Adobe assets. The user and the assets cannot be recovered.
You can download data for users currently registered in the Admin Console to a CSV file. Make any required updates in the file, then upload it back to the Admin Console. For more details, see Edit user details.
The downloaded CSV file contains the fields defined in CSV file format below.
To download the user data, go to Users > Users in the Admin Console, select the More Options icon in the upper-right corner of the Users page, then select Export users list to CSV.
The file download depends on your browser and its settings. You get a visual cue when the download completes.
License deficit report
If you've purchased Enterprise products in VIP, you can download a license deficit report (.csv format). For each product you've purchased, if you've assigned more users to the product than you have available licenses, this report shows the shortfall.
To download it, go to Users > Users in the Admin Console, select the More Options icon in the upper-right corner of the Users page, then select License Deficit Report.
The file download depends on your browser and its settings. You get a visual cue when the download completes.
If you're an ETLA customer, this report doesn't display any data. If your organization has purchased Experience Cloud products on the Admin Console, license deficit data isn't reported either.
License status report
If you've purchased Enterprise products in VIP, you can download a license status report (.csv format). For each user, this report shows whether products are delegated to that user and whether the user is provisioned a license.
Product Delegated: A product is delegated if a user has been assigned the product.
Product Provisioned: A product is provisioned to a user, or a license is available for the product.
If you're an ETLA customer, this report displays Yes for both Product Delegated and Product Provisioned, regardless of the licenses you've allocated to users for a product. See the Overview tab in the Admin Console to compare the statuses of licenses delegated and licenses provisioned for each product your organization has purchased.
To download it, go to Users > Users in the Admin Console, select the More Options icon in the upper-right corner of the Users page, then select License Status Report.

CSV file format
The template file that you download, contains sample data that you can use as a guide.
- The CSV file must have only one row per email+identity type combination.
- If you need to have user names with commas included, your CSV file must use a semi-colon as the separator. And, if you need to have user names with semi-colons included, your CSV file must use a comma as the separator.
- The CSV file that you upload does not support user names having special characters, such as the comma (,) and the semicolon (;).
