How to check the base version
The base version is required when uninstalling apps and licenses. See, Uninstall Creative Cloud products.
To check the base version of an application within an installation package created on the Adobe Admin Console, examine the file XXX_Install.pkg/Contents/Resources/optionXML.xml.
Two examples:
Premiere Rush
<SAPCode>RUSH</SAPCode>
<prodVersion>1.5.16</prodVersion>
<mediaLEID>V7{}Rush-150-Mac-GM</mediaLEID>
<baseVersion>1.5</baseVersion>
<productVersion>1.5.16.564</productVersion>
Prelude

<mediaLEID>V7{}Prelude-9-Mac-GM</mediaLEID>
<baseVersion>9.0</baseVersion>
<productVersion>9.0.0.417</productVersion>
In Windows, this information is also shown in the file Package/Build/HD/<application SAP code and version>/Application.json, for example:
“BaseVersion”: “24.0",
…
“ProductVersion”: “24.2.3.521"
