A moving dashed border appears around active selections. When you remove a selection, the border disappears, and all pixels become available for editing. Select Select > Deselect, or press Ctrl + D (Windows) or Command + D (macOS).

If you are using the Rectangular Marquee tool, Elliptical Marquee tool, or Lasso tool, select anywhere outside the selected area to deselect.
